All business accounts must qualify for membership based on one of the following criteria:
- Business is located in Member Service Area (MSA)
- Business is a Select Employer Group (SEG or Partner Company)

- Amherst
- Bedford
- Botetourt
- Campbell
- Forest
- Lynchburg
- Pittsylvania County
- Roanoke
- Salem
